1. Registration with the Malaysian Authorities
I have been accepted to do my MSc. at Imperial College London and was told
by my friends to register myself at the MSD. I arrive last September 2002 and
am self-sponsored. Must I register myself with MSD and what benefits do I get.
Please bear in mind that your Malaysian International Passport is the Property
of the Malaysian Government. Therefore you have to take good care of its safety
especially. If you look at the inside of the back cover of your passport, note
3 reminds you to register at your nearest Malaysian Embassy / Malaysian High
Commission office, once you are away from Malaysia. You may be deprived of any
assistance if you failed to do so. Under Section 25(2) of the Malaysian Constitution,
your citizenship may be withdrawn. Since the MSD is part of the department of
the embassy / mission and you are a student, then it is your duty to register
your goodself and prove that you are loyal to your country. You can register

.You are advised to send a photocopy of your passport, especially pages containing
your details and where the visa is stamped when you first arrived at the port
of entry of this country. Non-students must register with the embassy / mission
office.
How do I register my baby ( given birth in UK ) with The Malaysian High
Commission?
For the details of registration you may contact the Malaysia High Commission
Immigration/Passport Office at telephone No.020 7919 0230. The following points
must be taken into account.
1.The baby must be registered within one year after birth.
2.Both parents must be present during the registration with the baby.
3.Original Certificate of birth from the Hospital ( where the baby was born
) and Registrar of Birth must also be shown.
4.Both parents IC/Sijil Warga Negara and Passports.
5.Marriage Cetificate.
6.Set of photos of Child.
7.Fee may be incurred.
2. Driving in UK
I am a student here in UK. Can I drive in UK with my Malaysian Driving Licence
or Malaysian International Driving Licence?
Your Licence is not a licence for you to drive in UK and it cannot be exchanged
with the UK Licence.
If you hold a Malaysian International Licence (MIL) and you are a student, you
MAY DRIVE in UK for a maximum period of ONE YEAR from the date of first entry
into UK.
If your course duration in the University is over One year, you are advised
to get a UK Valid Licence. Go to the nearest Post Office and get the free FORM
D1 (application for a driving licence) or FORM D70 (application for photocard
driving licence) for a fee of £29.00 (Provisional).
If you already know how to drive, make a booking with your local Driving Schools
eg. BSM etc. for a couple of hours to 'familiarise yourself and throwing bad
habits of driving'. Once you are ready then apply for a Driving Test (normally
2 months - depending on area- after you receive your Provisional Licence. The
UK Full Driving Licence at £18.00 (no renewal unless you are banned from

I am a student and have been in UK almost 2 years now. I always produce
the 'MIL' when hiring a car and have no problem in hiring one. Can you please
explain?
Please remember - Ignorance of the law is no excuse! There are quite a number
of scrupulous Car Hire Firms taking no heed of the law. If you are involved
in an accident and it is a serious one (accident can happen any time and of
not your own fault), the penalty is very high. You may be charged with driving
without a valid UK Licence, driving without insurance, knowingly and unknowingly
obstructing the course of justice, driving without due care (even if it is not
your fault), causing injury or bodily harm etc.to name a few

I have just bought a 4-year-old car and thinking of bringing home to Malaysia
as my friends told me I can use my 'AP'. Is this true and what are the conditions
and tax like?
The 'AP' (Application of Import Licence for Personal Vehicle) - Form J.K.69
can be purchased at the Percetakan Nasional Berhad, Kuala Lumpur or its branches.
In general the terms and conditions are follows:
a. You must be away from Malaysia for a minimum period of 1 Year.
b. The car must be registered and insured under your name for a minimum period
of 9 months.
c. You are leaving for Malaysia for good.
d. Get thorough check of documents from nearest MITI office. For UK please

- The above is a guide only. Any recent changes of the Malaysian Tax review
or after the implementation of the AFTA Agreement (Asean Free Trade Area)
is not being taken into account, if any.
- The above rates are for CBU (complete built-up unit) vehicles.
- For old or used cars, the Customs & Excise Office also gives Depreciation.
- Non-standard equipments to the vehicle for eg. Air-conditioning, sports
wheels etc., may be charged.
- The above rates are for Petrol Powered Vehicles only. Diesel-powered
New = 120% and Used = as petrol powered.
- Your Import Tax on the vehicle must be paid in full. Daily Excess charge
for storing etc. may also be charged.
3. IMMIGRATION & VISA
I arrived here almost two-months now on a visitor status. Can I change it
to a student status?
Normally your passport has a stamp showing your permission to stay in the
UK (your 'leave') will expire. If you decide to stay on and attend a course
here then you need to change your status as a student. Try and get an advice
from the Welfare or International Officer of the University you intend to study.
Basically to obtain a student visa, you will need to present to the Home Office
in Croydon the following:
a. Your passport
b. Passport-sized photographs
c. Proof of financial support
d. An unconditional letter of acceptance from the University / Institution
showing that you will be studying full-time (normally 18 hours a week daytime
study, unless the course is a full-time degree course.)

* Be there as early as 6.30am, as there will be long daily
queue.
** A point of care: Go to the Home Office in person. Do not
post your passport and other documents. Loss of Passport is considered a breach
to national security.
Some University / Institution will offer you this service. Please be on guard
at all times as there are some institutions are merely 'high-street shop' ie.
Open today, close tomorrow as the UK Immigration Office ONLY RECOGNISES 'bona-fide'
especially private colleges. These normally are recognised and accredited by
the British Council, the BAC (British Accredited Council for Independent Further
and Higher Education, the ABLS (The Association of British Language Schools
etc
).
*** Please note also that if you intended to study before
you came but failed to disclose this when you applied for entry, this may be
considered an intention to deceive the immigration authorities. Your application
might then be refused even if you satisfy all the student's requirements.
I want to travel out of UK during my holidays; will this affect my student
visa status?
Please remember the following:
a. Start planning as early as possible.
b. Find out whether you a need a visa for the country you want to travel to,
by telephoning their Embassy in the UK. Many Embassies will not issue visas
to students who are coming towards the end of their studies.
c. Make sure that your passport will not expire or less than 6 months while
you are away. If it will, you need to apply to your own embassy for a new
one.
d. Importantly, please note that the Immigration Officer at the port of entry
into UK may overrule all conditions entered earlier in your passport. Therefore,
make sure all documents (similar to those when you first enter this country)
are with you at all times.
Can I stay on for a holiday as I will be having my finals exam this May
/ June 2003 and my visa is expiring that time?
If you want to stay in the UK after your student visa expires and your studies
are finished, you must apply to change your status to a visitor. You may for
example, travel around UK or to attend your graduation ceremony which normally
you will be allowed to stay on for a maximum of 6 months, as long as you have
enough money or funds for that extra period of stay. Make the application by
completing Home Office Application Form FLR(O). However, you will not be allowed
to work.
If however you want to travel outside UK but you have to come back into UK because
your Flight to Malaysia is from Heathrow, it is advisable then you have a valid
air-ticket of your intended departure.
I am thinking of continuing my postgraduate studies in the UK this forthcoming
September / October 2003; will I be entitled to bring my wife and my 2 children?
Will my children be able to go to school?
If you are presently working in Malaysia and is to be funded by the Government
or any other bodies, please get their permission first before embarking further.
You must obtain an entry clearance from the British High Commission in Malaysia.
Even though this is optional you will be issued with an entry certificate -
which will make your arrival into UK easier especially if you are bringing your
dependents.
If your children are of the school age (16 years old and under), they can go
to state schools without paying any fees. Please note that, state schools in
UK is based on first come first served basis. Expect your children will be out
of school for a few months as the school will admit them by their age (when
is her/his birthday) for a particular year /class (in Malaysia: Darjah/Menengah/Form).
